NZ Select committee into the ETS tables report.

The Parliamentary Select Committee that has been reviewing the design of the proposed New Zealand emissions trading scheme has tabled its report, and made a series of recommendations about the design of the ETS for NEW Zealand. The next step in this process will be a response from the NZ Government, specifying which (if any) of the recommendations will be implemented.

On agriculture, the Select Committee makes two key recommendations. The first is that agriculture be included as a 'covered' sector under the NZ ETS. This is hardly surprising given that agriculture makes up 48% of New Zealand's total emissions. The second is that the point of obligation initially be at processor level, but with a long-term goal of placing the point of obligation at the farm level once administration and measurement issues are resolved.
